The Government of the Republic of Poland has prepared the Odra River
Flood Protection Project. The total cost of the project is about Euro 505
million. The project would be financed by a loan from the International Bank
for Reconstruction and Development (IBRD), a loan from the Council of Europe
Development Bank (CEB) and grant funds from the EU Cohesion Fund. Proceeds of
these funds will be used for procurement of works, goods and services essential
for implementation of the project.
The project consists of the following components:
- Component A: Construction of
Raciborz Dry Polder
- Component B: Modernization of
Wroclaw City Floodway System (WFS)
- Component C: Improved Flood
Management and Monitoring and Evaluation
-
Component D: Project Management, Technical Assistance and Training
Items to be procured include the following:
Consulting Services: Consulting services would be required for:
- Detailed design, construction
supervision, contract management and support for implementation of Resettlement
Action Plan (RAP) under Component A of the project, Construction of Raciborz
Dry Polder under Regional Authority for Water Management (RZGW) in Gliwice
- Detailed design, construction
supervision, contract management and support for preparation and subsequent
implementation of Resettlement Action Plan under Component B of the project, of
Wroclaw City Floodway System implemented by RZGW in Wroclaw
- Detailed design, construction
supervision, contract management and support for preparation and subsequent
implementation of RAP under Sub-Components B1 (Rehabilitation and modernization
Levees and Channel Protection Works) and B3 (Widawa Channel Improvement)
managed by Lower Silesia Board of Amelioration and Water Structures (DZMiUW)
- Monitoring and Evaluation
(M&E) of project impacts including supervision of environment management
plan (EMP) managed by Project Coordination Unit (PCU) in Wroclaw
Good and Civil Works: Civil works contracts would be required for
construction of the Raciborz dry polder, modernization of Wroclaw city Flood
Way system consisting of dikes, levees, retaining walls, hydraulic structures
managed by RZGW-Gliwice, RZGW-Wroclaw, and DZMiUW. Goods contracts would be
required for flood monitoring, forecasting and warning system, and improved
emergency preparedness and management managed by Institute for Meteorology and
Water Management (IMGW) and PCU.
Procurement of contracts for works, goods and services will be conducted
through procedures of the Polish Procurement Law, in line with the EU
Procurement Directives and the World Bank’s Guidelines: Procurement under IBRD Loans and IDA
Credits, May 2004. Consulting services
will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of
Consultants by World Bank Borrowers, May
2004.
Specific procurement notices for contracts using international competitive
bidding procedures and for large-value consultants’ contracts will be announced
as they become available, in UN Development Business and dgMarket,
and in local newspapers.

The Municipal District Heating Enterprise in Krakow has received a loan
from the International Bank for Reconstruction and Development (IBRD) toward
the cost of the Krakow Energy Efficiency Project, and intends to apply part of
these proceeds of this loan to payments under the Turn-key contract for
designs, supply of equipment and performing of civil works joined with
replacement of existing low parameters net with higth parameters one and
exchange of low parameters nodes into high parameters ones at Korabniki Estate
Building.
The Municipal District Heating Enterprise in Krakow now invites sealed bids from
eligible bidders for: "turnkey" task that covers designs, supply of
equipment and performing of civil works joined with replacement of existing low
parameters net with higth parameters one and exchange of low parameters nodes
into high parameters ones at Korabniki Estate Buildings in Skawina.
Partial bids which do not cover the complete scope of delivery of goods and
performance of installation services of the Technical Specifications shall be
rejected.
Bidding will be conducted through the international competitive bidding
procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA
Credits January 1995 (revised
January and August 1996, September 1997 and January 1999), and is open to all
bidders from eligible source countries as defined in the guidelines.
The employer will grant a margin of preference to plant and equipment
manufactured in the employer's country in accordance with the procedures
outlined in the Bidding Document.
Interested eligible Bidders may obtain further information and inspect the
Bidding Document at the Miejskie Przedsiebiorstwo Energetyki Cieplnej S.A. w
Krakowie at the address below.
A complete set of Bidding Document in English may be purchased by interested
Bidders on the submission of a written application to the address above and
upon payment of a non refundable fee of US$ 122. Domestic Bidders shall pay the
equivalent of US$ 100 in Polish Zloty (PLN) plus 22 per cent VAT according to
the selling exchange rate established by the National Bank of Poland on the day
of payment. Foreign Bidders may pay the amount in US dollars. Remittance shall
be effected to the account of MPEC S.A. Krakуw in Bank BPH S.A. Account.
No. 34 1060 2197 0000 3200 0000 0511. Bidding Document will be forwarded upon
order as well as bank remittance.
All bids must be accompanied by a bid security of PLN 30,000 or an equivalent
amount in a freely convertible currency and delivered to the address below on
or before 1100 hours on 23 April 2007. Bids will be opened immediately
thereafter, in the presence of bidder’s representatives who choose to attend,
at MPEC S.A Conference Room No. 13 at the address below. Late bids will be
rejected.
Required term of task realization that is divided into two Stages:
- Stage I – 17 weeks from the day
of the contract signing

The Municipal District Heating Enterprise in Krakow has received a loan

the cost of the Krakow Energy Efficiency Project, and it intends to apply part
of these proceeds of this loan to payments under the contract for supply and
installation of heat exchanger station at Wloska Street.
The Municipal District Heating Enterprise in Krakow now invites sealed bids
from eligible bidders for: supply and installation of heat exchanger station at
Wloska Street. Partial bids or bids which do not cover the complete scope of
delivery of goods and performance of installation services of the Technical
Specification shall be rejected.
Bidding will be conducted through the International Competitive Bidding
procedures specified in the World Bank's Guidelines for Procurement under IBRD Loans and IDA
Credits, January 1995 (revised in
January and August 1996, September 1997 and January 1999), and is open to all
bidders from eligible source countries as defined in the guidelines.
The employer will grant a margin of preference to plant and equipment
manufactured in the employer's country in accordance with the procedures
outlined in the bidding document.
Interested eligible bidders may obtain further information and inspect the
Bidding Documents at the office of the Miejskie Przedsiebiorstwo Energetyki
Cieplnej S.A. w Krakowie at the address below.
A complete set of Bidding Documents in English may be purchased by interested

upon payment of a nonrefundable fee of US$ 122 for foreign bidder or its
equivalent of US$ 100 in PLN plus 22 per cent VAT Tax for domestic bidder at

The Government of the Republic
of Poland has received
financing from the World Bank toward the cost of the Third Road Maintenance and
Rehabilitation Project, and intends to apply part of the proceeds for
consulting services “Technical Assistance to the Regional Black Spot Treatment
Program.”
The purpose of the services is to support the Ministry of Transport in
coordination of the Regional Black Spot Treatment Program, (see
www.krbrd.gov.pl, road works icon). The services will broadly consist of: c.a.
350 site visits to black spot treatment schemes in all the country, quality
control, monitoring of physical and financial progress and effects of the
program, advice, administrative aid and reporting. The services are planned for
31 months (August 2007-February 2010), with a possible extension within the
closing date of the Loan, subject to satisfactory performance and the needs of
the Client.
The Ministry of Transport in the Republic
of Poland now invites
eligible consultants to indicate their interest in providing the services. The
Expression of Interest must contain the following information indicating that
the consultants are qualified to carry out the services:
-
company profile;
- documented experience in similar services: at least two contracts performed
in Poland in 2004-2006 for technical assistance to road infrastructure safety
projects, project management and supervision of road construction, reconstruction
or modernization projects;
- availability of Polish speaking staff with appropriate skills.
Additional information such as written references may be attached. Consultants
may associate to enhance their qualifications.
A consultant will be selected using the Quality-And Cost-Based Selection Method
(QCBS) in accordance with the procedures set out in the World Bank’s Guidelines:
Selection and Employment of
Consultants by World Bank Borrowers, May 2004 revised October
2006.
The expression of interest may be in Polish or in English. It must be no longer
than 20 pages and in printed format. Expressions of Interest in other formats

Expressions of interest must be delivered in one original and in four copies to
